Oxfam identifies women as the 'root cause' of male sexual violence

What a shockingly self-serving and malicious move from Oxfam. Trying to silence the women who are demanding that Oxfam's rapist employees are held accountable by the law for their crimes. And also claiming that this is bad because 'legitimising criminal punishment' for rape harms people of colour? So is Oxfam saying that they think men of colour make up the majority of rapists?

It might be true, or it might stem from a book being published by an author with the same name as someone who works for Oxfam.
