BBC Queens Speech: Draft Victims Bill to protect women and girls

I saw this after reading the care home rape thread and it's given me the rage.
The BBC are reporting that the queen's speech contained a "Draft Victims Bill to protect women and girls"
No mention of what they are being protected from. It's as if women and girls are just born to be victims. It's inexorable.

I see the "online harms" bill has also been renamed the "online safety" bill in the queen's speech. Again putting the onus on people to protect themselves.

Actually on googling the online harms bill contains nothing about the widespread harassment of women/revenge porn/voyeurism etc. Quelled surprise.
