I think he means legal sex either birth cert or GRC.
But not passport as those documents don’t record sex, but gender identity.
(Which is really all a GRC does, but is legally recognised.)

Statisticians can work with that data because there are records of GRC holders. The passport office has no idea (as the recently admitted) how many people have changed the sex marker on their passport.

1. Data quality - no self determination of sex either birth certificate or GRC.
