Maybe this is not relevant because, as PP have explained, there is apparently no need for Insurance Companies to pay any attention to medical science and are maybe relying on some warped post-modernism bullshit . . . but . . .
How does this explain identical twins who have identical physical, normal structures, where one girl experiences gender dysphoria and the other does not?
This is not a hypothetical question, such identical twins exist:

If these “abnormal body structures” (healthy breasts on a female) and “established testicular disorders” (normal lack of testicles in an XX female body) are “congenital”, why are they so very much more common in different demographics in different parts of the world?
According to Abigail Shrier ”These girls are nearly all white and upper-middle-class.”
Yet in British Columbia, Canada, Jenn Smith has discovered a much higher prevalence among children in foster care, predominantly from families of lower socioeconomic status, with the rate being highest among indigenous children in foster care

Whereas:

There is enormous evidence suggesting psychologically and emotionally vulnerable children are identifying as transgender at enormously disproportionate rates;

Recent information suggests that Foster children are identifying as transgender at rates 15 to 20 times higher than children not in government care;

These kids are being victimized by a predatory medical pharmaceutical complex that stands to make billions of dollars off of these kids;
-
There is evidence to suggest transgender science is tainted with pharmaceutical industry conflicts of interest;
-
An inquiry can be carefully screened to make sure there are no, even minor, conflicts of interest with the pharmaceutical complex or any other pecuniary or non-pecuniary conflicts exist;

The medical transitioning of these vulnerable youths could be regarded as a crime against humanity that preys on the weakest children and can permanently sterilize them and cause irreversible changes to their bodies and lives; and
-
At a bare minimum a national inquiry should be conducted.
We, the undersigned, residents of Abbotsford, call upon the Government of Canada to immediately order a moratorium on the medical transitioning of minors under the age of 18 and launch a carefully screened national inquiry into why so many vulnerable children (including high numbers of autistic children) are going on to medically transition.

”It is unbelievable that psychologists Wallace Wong is allowed to see vulnerable children at his clinic. He admits that the vast majority of children with gender confusion will outgrow it and that there is no way to diagnose transgender children, yet he enthusiastically encourages children to identify as transgender.
As Robert Hoogland fought to stop his daughter from being given testosterone that will irreversibly harm her body, Wallace Wong testified that she would benefit from this dangerous treatment and that she was capable of providing medical consent.
I urge you to support Rob in his efforts to save his daughter from further harm and to bring Wallace Wong to justice.
Jenn Smith who is calling for a national inquiry into what is happening at gender clinics wanted me to make sure to include this because Wong has a reputation for being litigious...
It is possible that Wallace Wong say Rob Hoogland's daughter more than twice, but the court report shows that he saw her twice for assessment before referring her to the children's hospital for medical transitioning. Though he might have given her tests, there is not test for transgenderism and no way a doctor can tell if a child is going to maintain a transgender identity throughout adulthood.
