Liverpool is the proverbial rotten borough. Everyone votes labour and always have so no one is concerned about winning over voters. They only need worry about maintaining their power in their local party and then they can be sure of a job on the council for life.

Liverpool isn't a rotten borough. That's not what a rotten borough is. Its voters are relentlessly anti Tory, which isn't the same. The council has been Lib Dem controlled as well as Labour in recent decades. Back to the Joe Anderson issue by all means but I wanted to comment on that.
