Irreversible Damage on kindle

I just tried to download a free sample of the book "Irreversible Damage" by Abigail Shrier. The free sample hasn't delivered. I've tried several times and on different devices. Are Amazon doing this on purpose, and are they allowed to?

I bought my Kindle copy from them and it arrived promptly.

Not tried this book but I've had issues with first reads and certain books on mine. It's an older model and I have now discovered they are downloading into archived items then need moved from there. No idea why, and it is only certain random ones.
