I think it could be either of these. I think much of the population are probably with the first option - tw are a type of woman who should be treated as women in the majority of circumstances - its only when you find out what the political statement 'twaw' means in practice (for women's sport eg) that you realise 'are' actually really does mean 'are'.
The religious framing of that question as belief was interesting. One of the gc philosophers said on twitter that she was no longer answering that question because people have no right to know the content of her heart. Other people only have a right to know how you will treat people.
The comment about the 'gender balance' of labour lgbt Committee or whatever it is was eye-opening but not that surprising. I wonder if any of the men are female born? It sounded like not.
