If this is true, their words back at them. Mainly race/religion here but they know you can't define "insulting" in law robustly.

That’s interesting because an article I read previously said “threatening or abusive”. No mention of insulting which IMO is the weakest of the three accusations and the most subjective (I mean, I’m insulted by TWAW)
In England and Wales, “insulting” was removed from Section 5 of the public order act in 2012 after a campaign.

In the Equality Impact Assessment for the proposed Scottish Bill, Stonewall, LGBT Youth Scotland and the rest of the usual suspects who were listed as stakeholders were pushing heavily for "insulting" to be included - if memory serves they were the only one of the protected characteristics that were pushing for it...funny that...
