Nothing happened a decade ago legally to "allow" this. It's not in the EA 2010 that males can use women's spaces. It's overreach by trans activist lobbying groups.
Yes - the Equalities Act, if one reads the Schedules at the end properly, allows for precisely this sort of exemption - facilities can be divided by sex (not legally acquired gender) if it can be demonstrated that there is a proportionate need.
Thing is, 10 years ago there were very few transwomen pursuing actual reassignment and wanting to get a GRC. I remember one who used to post on here, talking about how swimming was something she really missed, because she didn't feel comfortable that "tucking" would lead to convincing results and hadn't yet had surgery - and she knew that women in changing rooms, even with cubicles. That was the reality back then.
What a small but noisy minority of TRAs seem to want now (and I don't thihnk this is reflective of the majority of transwomen) is the "right" to come into any female space, including an open plan changing room with no cubicles, and wander around with their penis out where women are naked. As I say, a minority, not reflective of the majority who wouldn't feel comfortable doing this... but it's the minority I'm worried about.
I can think of three swimming pools near where I live which have open plan changing rooms - one of which is a small, community run pool which couldn't afford the cost of remodelling its changing rooms, the other two very old (and again, probably not able to afford remodelling).
