My brain is not functioning too well. Looking at job ads and there is a reference to the above. Does it mean that men who say they are women can apply or not?

If they say only women may apply and they refer to schedule 9(1) they are likely saying transgender people may not apply even if they have a GRC, pursuant to schedule 9(1)3

Not a lawyer, but just reading the act, it sounds like it means the employer can ask for certain characteristics (age, sex, etc.) that they are normally forbidden to ask for, because there is a genuine need for those characteristics.

"Schedule 9 (part 1) of the Act provides that in certain circumstances it is lawful for an employer to apply a requirement to have a particular protected characteristic where, having regard to the nature or context of the work; there is an occupational requirement, the application of the requirement is a proportionate means of achieving a legitimate aim and the applicant does not meet the requirement, or (except in the case of sex) the employer has reasonable grounds for not being satisfied that the person meets the requirement."
