There is an article in the Independent. This says the gay conversion therapy measures are two years overdue.

From the article it is clear what Stonewall’s focus is: “Laura Russell, director of campaigns, policy and research at Stonewall told The Independent: "Any form of 'therapy' that attempts to change someone's sexual orientation or gender identity is unethical and wrong.”
I would imagine the difficulty of defining gender identity in the potential legislation isn’t speeding things up. It seems that homosexual is a concept that Stonewall now struggles to define.
