I've just read this and probably shouldn't as I'm dealing with an abusive ex and it's set off my anxiety but ffs what is being done about this? What can be done? How can society change to prevent this?

I think it's unsurprising that most femicides are by partners, given that half of marriages fail and the parties involved will likely be sharing a house/be under each other's feet. This setup makes it much harder to descalate the situation due to the proximity.
