Welsh Government Wipes and Shreds Key “Trans” Sex Document

In yet another major cock-up, the incompetent, minority-hugging, Welsh Labour Government has destroyed – and electronically wiped – every copy it ever possessed of a key “Equality Impact Assessment” that it had commissioned on “transgender people”.

The “Equality Impact Assessment” was an important adjunct to what was described as a ‘Welsh Government Action Plan’ launched in March 2016 to “advance equality for transgender people” .

The Welsh Labour Government confirmed in August 2018 that the Action Plan HAD been subjected to a full “Equality Impact Assessment” …. but now something seems to have gone badly wrong….

It now appears that there is not a single copy of the Equality Impact Assessment in existence – anywhere… in any form whatsoever.

Mumsnet Member E Williams didn’t mess about – and triggered a Freedom of Information request on the matter – to force the Welsh Labour Government to come clean.

(Are there gender critical gremlins at work or is it that nobody's heart is really in to this as a priority issue.)

Worth reading the whole thread by FOIrequester, one amazing lady. She has further requested the email trails and minutes of meetings proving that this process actually took place.

It's coming to light that other EIAs have mysteriously vanished too in a dog ate my homework kind of way, and there's a rumour there's a welsh terrior running wild in govt offices.

This is bullshit. Even if deleted, the file is still there - it could be recovered, I just don't believe this happened.

Having worked in IT most of my life its most unlikely anything is beyond recovery unless the hard drive is physically destroyed/burned etc., and even then you'd likely have copies or backups floating around the ether. Its how police investigate online crime, recover evidence.

Either it wasn't done at all (most likely).

Or it was thrown together over someone's lunchtime and was so pathetic they would prefer to 'lose' it rather than release it.

Either way, it shows arrogance and a total disregard for women and girls.

I'd suspect if it was done at all then it likely followed a few other highly embarrassing and badly done EIAs and only and exclusively assessed one protected characteristic, ignoring all others, quite possibly written by a political lobby for that characteristic. If it exists at all then it's clearly something they do not want to have to have scrutinised or made public knowledge that would seriously damage their credibility and image.

Even more than 'the dog ate our impact assessment (and no we know nothing about IT despite our huge and highly paid tech dept)' damages them, which is apparently the story they're keen to go with.

I'm writing here about that Penarth News article specifically and exclusively. All publicity is good publicity? No, I don't think so.

That Penarth News article, linked in the OP, says nothing at all about the rights of women and girls.

Despite some factual information, which is good - it also has a sensationalist overtone of "Freddie Starr Ate My Hamster" about it, and it does not hint at any realisation of the actual issues involved.

I mean, look at the headline:
"WELSH GOVERNMENT WIPES AND SHREDS KEY “TRANS” SEX DOCUMENT"

No! What the Welsh Government wiped (or most probably failed to even attempt) was an Equality Impact Assessment focusing on all the protected characteristics, especially the one most affected by the Welsh Government's published trans toolkit, i.e. women.

Recycle bin? Frankly, unless the drive was full/near full it's likely still there even if removed from the recycle bin.

Not one person emailed a copy to another, thus storing a version in their sent items/inbox.

Nightly machine backups? IF that document existed ever, it's still around somewhere....

Yes the document will have been emailed around and so would be in numerous In boxes and on email servers. There is an entire department dedicated to translating into Welsh and they would have been sent copies too. I think they should be made aware of the multitude of opportunities that they have for recovering this document. Unless of course it never existed.....

I would guess that it probably did exist. The rules on when an EIA are required are somewhat vague and they could probably get away with claiming that one wasn't needed, or saying 'Whoops sorry, we should have done one, our bad'. Their evasiveness makes me suspect that there was an EIA, but that its contents are embarrassing, probably because it says there will be no impact on other groups with protected characteristics.

There should be a section towards the end of the main policy, stating whether an impact assessment has been done.
