No one is above safeguarding procedures. Though at least this was a breach in policy that should have ensured everyone was vetted, rather than a poor policy itself.
Relying on policies where case by case determinations need to be made, in a climate where some groups are above scrutiny for fear of being labelled bigoted, will create massive holes in the protective mechanisms employed in safeguarding. Even having proper policies in place, as the library appeared to have done, still need to actually be enforced to be effective.
