Yes, you're right. The government includes men who identify as women. It makes no mention of the health needs of actual women who identify as men, and come under the LGBT classification.

That's a lot of women suffering from the consequences of surgery - but they are excluded too.
Instead, the government includes transwomen. This is another demonstration of how a Health Plan for LGBT women is really designed as a validation exercise for a group of men, while the real and present health needs of women are dismissed.
