Well it matters doesn't it?
It's all very well the government giving it the brush off because "these are just guidelines and schools can have their own policy" but it makes no actual practical sense given how hardline they are about GIRFEC and named persons and so on. I really feel for teachers right now, they are completely stuck in the middle.
