As might have been expected this motion has now been postponed following protests.
The motion, which was due to be proposed at Thursday's full council meeting, raises fears that the changes could impact women's rights.
It suggested a list of concerns and wordings that the council should adopt as its stance on the issue.
It has since been deferred so that representations on this can be heard.
The document called for more consultation, saying that public buildings should be used for this.
It said that it was important the consultation be accessible to all, and not just through an online document.
Coun Malcolm Brain, speaking in his capacity as secretary of Gateshead Labour Group, said that the motion had been delayed to allow people in the borough to give their views.
He said: "We've had a request to hear representations so we have deferred the motion to allow us to do that.
"If anyone has a view on the gender recognition act they should give that through their local councillor."
