So says Sajid Javid. The Home Office review found cases of harassment and damaging behaviour, but decided that as they weren't frequent enough that nothing needs to be done to challenge it. I find this hugely disappointing.

I suppose individual councils can implement them on a case by case basis, but that leaves plenty of room for inaction too.

Yes individual councils can still implement on a case-by-case basis, I understand, as Ealing did. So lobbying individual councils is the next action then I guess.

How many women, and unfortunately girls, have to be harassed before it becomes a problem?

I think some people with the ability to change things don't because they believe women should be punished or called out for having a termination.
