Stonewall's definition of trans

I'm sure I've read somewhere in recent threads that Stonewall's definition of trans includes cross-dressers under the trans umbrella. In fact I was sure there was a quote from Stonewall to that effect. I'm currently having a debate with someone who has come up with various Stonewall definitions of 'transgender' none of which mention cross-dressers and is accusing me of lying. Can anyone help or did I imagine it?

slightly it's a Native American term to define individuals within those communities who take a third-gender or gender varient role. It's unusual (and kinda appropriative) outside of Native cultures.
