Sure. If I had a pound for every time I have heard that from officers under investigation for DV failings, I would be living in the Bahamas by now.
Nothing changes. It just never does. This was 2013. I have been tracking DV femicides for about 15 years, and hear this over and over again. 500 DV femicides since Charlotte's case. Nothing changes, the stats have not moved at all in 20 years.
In the time that I have been tracking these DV femicides, the cases that 'get' to me, are the police failing/inaction ones. The woman is usually on record as saying "he's going to kill me if you don't arrest him". They don't arrest him. She gets killed a very short time later. It was preventable.
The 'failings' continue. The femicides continue. Unabated.
I am so glad she made it out. She very nearly did not.
The sentence is a joke. He will kill the next woman. They are serial offenders, all of them, until they get locked up for life.
