Upskirting Bill blocked by Sir Christopher Chope

Anyone as outraged as i am that just one single white male member of the establishment can block a bill making upskirting illegal?
Who, in their right mind, would think that putting a camera up a girl or woman's skirt to take photos of her genitals or underwear, without her consent, is an acceptable thing to do?
And could anyone with more parliamentary and or legal experience than me explain how this happened???

'Sir' Chope, you're only a victim of scapegoating if you didn't do the thing you're accused of, or at least didn't do it alone.

Perhaps there would have been more time if someone hadn't made 32 timewasting interventions during discussion of a previous bill:
