"If there’s a true stranger rape, a random guy picks up a stranger off the street, those are the troubling ones. That person has, like, no moral standards,” Rose added.
Rose went into more detail on the incidents at a meeting of the precinct’s community council on Wednesday.
“They’re not total abomination rapes where strangers are being dragged off the streets,” Rose said Wednesday night.

According to DNAinfo, Rose’s comments raised concerns with Jane Manning of the National Organization for Women.
“The idea that ‘this isn’t some guy who’s dangerous to women,’ that in itself is a major window into the mentality that we are up against,” Manning said.
“If you have the commander of a precinct making comments like that, he’s setting a tone for all the officers of a unit about how seriously to take acquaintance rape cases,” Manning added.
“When I hear the phrase we didn’t have a cooperating victim, my antenna always goes up,” Manning said. “If you hear ‘I can’t get the victim to cooperate’ in case after case, you should be asking yourself what are they failing to do?”

I was shocked reading this. Why would they even contemplate the difference as a way of judging what is worthy of an investigation. What worries me most is the fact that a lot of women and girls are raped by people they know compared to strangers. Most likely in their own homes or somewhere they feel safe.
What message does this send to those who might feel like reporting a rape incident?
Am just shocked.
I wonder if some police in the uk have similar way of thinking and it's the reason why conviction levels are so low. They don't see date rape or rape by people we know as rape or not bad enough.

You are being very vague here. It is rape by men, in almost all cases. Wherein lies the solution.

If women, for a year or so, refused to associate with men outside the workplace, then perhaps the policeMEN would change those priorities.

If all men are strangers, then all rape is stranger rape, thus rape is always taken seriously. Easy!

I'd count on it that the policemen (and other men) would miss female company very soon and thus make some efforts to make women feel safer around them. Such as taking date rape more seriously.

From a certain point of view, rape by people we know is even worse, because how can you afterwards feel confortable with men you think you know well? But still, rape is rape and should always be considered equally bad.
