Nothing to do with the law, Facebook is only making (extremely limited) changes because it wants its big advertisers back. All it's going to do is get rid of the adverts on 'offensive' pages (for example, ones that think rape and abuse is bloody hilarious). It has no plans to delete such groups. So basically these changes mean f-all... No progress whatsoever except for the advertisers and Facebook.
