They do at least acknowledge that most of the female offenders are victims themself

Sorry that is bleeding hearts. You do the crime you do the time. Man or woman people know what the law is and if we start giving people excuses to break the law the law then has no meaning.

45% re-offend, can you imagine how many will re-offend if the punishments lessen? If we want equality in all things then that MUST also apply to the law and the justice system.

Far from having equality in the justice system, historically, women in general are treated more harshly than their male counterparts - and are more likely to receive a prison sentence than men, for the same crime. (source - Helena Kennedy 'Eve was Framed').

I haven't had time to read the report properly, but I will do later. The thing that immediately jumps out at me is that she is not talking about 'preferential' treatment for women.
