Wisdom of MN - help me identify this book!

Ok, so i wanted to recommend a book I read ages ago but i can't remember its name...

plot summary (as far as i can recall):

main character called something like Robin, his company tow an iceberg from the North Pole to west Africa where there is a drought
there is something radioactive in the iceberg that brings in some military types
they chop off bits of the berg and fly them by helicopter upstream where they are left to melt and restart the river flowing
there is some kind of coup in the african country.

Does this ring any bells for anyone???

(it's not Iceberg by Clive Cussler i'm oretty sure anyway!)

Was looking on t'internet for a synopsis but all I could find was this:

"In 1986 General Gogol made a gamble to avoid total nuclear meltdown. Within weeks his secret was being shipped to the Arctic Ocean. Years later, Richard Mariner is commissioned to tow an iceberg to a drought-stricken state - unaware of the contamination at its heart. Others are not so ignorant".
