Trying to remember a short story

When I was at school I read a short story that I’d like to read again. It was set in a dystopian future where everyone had to be equal. Intelligent people had a device implanted in their head that emitted a variety of loud noises at regular intervals. This was so that they couldn’t concentrate.

The main character was an intelligent man with the device who was married to a less intelligent woman who didn’t have the device. Every time the man winced when a particularly loud noise went off in his head, his wife said , “Jeez, that one looked like a doozy.”

That’s all I can remember! Any ideas?
