Does anyone know what this book was called?

I remember reading a book several years ago. In it is a coven of witches (the main character is a woman who is sort of Investigator who looks into dodgy dealings in the witchy world) a cloak or dress covered in beetle wings, a missing teenage girl who sort of fakes her own death, and a very creepy bloke who made a snuff film of a baby dying. (That's the bit that just popped into my head.)

Aspects of that sound like the Jane Yellowrock series by Faith Hunter, but not all....she's not a witch but it's urban fantasy.

Is it the bone season series by Samantha Shannon? Bits seem to remind me of that, if not any other details you can think of any other details then throw them in as I think I might have read it so currently racking my brains!

Other details are it's set in Scotland (I think), the teenage girl who faked her own death is sleeping with an older bloke who then tries to have sex with the main character (but it has to be consensual according to the witch in charge of the coven) so he strangles her hoping she'll pass out, but she manages to fight him off
