Out of the authors you mention I've only read Sarah Waters.

Based on that, and the themes mentioned, I'd recommend The Crimson Petal and the White by Michel Faber, The Observations by Jane Harris, and The Essex Serpent by Sarah Perry.

A River Runs through it by Diane Setterfield is set in Victorian times i think..
She does tend to overdo the river metaphors but is still a good read.

Also only read Sarah Waters, love her stuff. Have you tried Wilkie Collins? Actual Victorian melodrama with wonderful complex female characters.

Also, Ambrose Parry books, while not supernatural, are wonderfully twisty tales.

One I read years ago and stayed with me is The Quincunx by Charles Palliser - a Victorian gothic rollercoaster!

Try The Psychic Sisters series by Elizabeth Andrews, creepy paranormal mysteries. So if you like a spooky read try these, very good reviews so far. waiting for the fifth to come out!
