Cumbrian eyes?

I'm reading the "Love Across Londons" series by F E Greene. It's not my usual taste, but the characters are endearing and the plot is entertaining.

She repeatedly describes the male romantic lead as having "Cumbrian eyes". What does this mean? His eyes are from Northern England?

She uses the phrase so often that I'm starting to wonder if it was a dare.

Proof reader mistook ‘come to bed eyes’ and changed every occurrence?
Or they are slatey pools of enigmatic and taciturn mystery?
