Help me find this book!

I read it years ago, and it's driving me crazy!! All I can remember is there are 2 girls, and I think the parents of one own a tea shop. I think it's set in the sixties. There's an old man that comes in and he behaves very inappropriately with them....sadly that really is all I can remember.

It sounds a bit like The Orchard on Fire by Shena Mackay.
