I have a 5yo boy and a 2yo girl - so opposite way round. In my top 10 for a 2yo would be:

The Gruffalo (and all the other books in the series - my fave is the Snail and the Whale but I think the Smartest Giant in Town appeals to them younger - look up Julia Donaldson)
Peace at Last/Whatever Next by Jill Murphy
Hairy McLairy books
We are all going on a Bear Hunt
The Hungry Caterpillar
Guess how much I love you
The tiger who came to tea

5yo is more specific as to what they are into, the level they are at. We have just reread all the Thomas series with DS. He also loves Horrid Henry, but that might not appeal to a girl. I like Flat Stanley but DS is not as keen. He also like fairy/dragon etc stories. We have just started reading Roald Dahl's The Twits.

DD loves all the Julia Donaldson books (and so do I) and DS is just starting to like Hungry Caterpillar type books but, there are lots listed we haven't tried yet so thank you all for your ideas. DD has become Disney Princess obsessed of late and I need to find interesting books to stop me falling asleep mid sentence (really).

What about the Moomins or Graham Oakley's church mice series. Dts (nearly 5) love both as well as others mentioned here - Hairy McLairy etc.

They also love Charlie and Lola which they will be getting for Christmas!

BFG for the 5yo - my dd absolutely adores that book!

The Little Princess books are good, and Preston Pig for the 2yo boy - perfect!

Got a nice Charlie and Lola set of 4 books in little bag for about £9 from book people. DD loves them, made the mistake of buying Clarice Bean because they were the same author but she has refused to read them since we read the fisrt. Not sure why, I think they are funny.

Forgot about Preston Pig - have borrowed them from library in the past but you are right Rhubarb DS will love them.
