Can anyone help me with the title of this book?

It's a fantasy novel and it's about a city that was slowly covered in salt til there was nothing but salt plains and it had characters called Galen and Emer (or Emmer?) in it.

Tried googling it but nothing and I know it's a long shot but it's driving me nuts.

Bit of strange googleing tells me it might be called baron of edge? I Googled 'fantasy novel salt galen emer' and the third hit is an odd scifi review zine but it's 100 pages long and I want search on my phone.
