Bottom heavy

I am not overweight, but I want to shed some weight on my thighs and legs. The issue I have is that because the top half of me is thinner than the bottom half of me (I am pear shaped), if I diet, I am prone to look too thin on top. I also have a narrow long face which does not help because i I shed any weight it looks gaunt and I can look ill even though I am perfectly healthy. So dieting is a problem for me. My arms and face get too thin so is there a way of tackling my thighs and legs without making myself look ill?

Lipo? Face fillers?
I think even if you work out, your bottom half will always be bigger.
Have you checked you don't have lymphodemia?
