How would you track activity points for weightlifting?

When I'm actually lifting, I would guess that's intensive activity.
But obviously there's recovery time between sets when I'm standing about gathering my breath.
Would you call it intensive and only could the minutes your actually performing a lift?
Or count the entire time of the work out and count it as moderate or light?

So I don't do weightwatchers but I do track my weight lifting on fitbit. It is really annoying as it only gives me a small amount of active minutes based on my heart rate because obviously I rest a few mins between each set. However, because weights mean you burn calories even after the workout for a period etc, I would just track the whole thing and count it as moderate. Even thought it doesn't feel moderate at the time! However, is it supersets, circuits with minimal rest, I would count as intensive.
