Lovemy - what have you tried to lose the 2 stone? A tummy tuck is great if you've already lost the weight but still have loose skin, or if you still have a bit of a pot belly, but not usually the answer to weight loss.
There's cheaper and easier ways to lose weight than a tummy tuck, but they are hard work.
Also a year isn't very long to lose the baby weight, I know they say 9 months on, 9 months off, but unless you're lucky, those first 9 months aren't the easiest time to lose weight.
If you look on this weight loss forum, there's loads of success stories of people who've struggled to lose weight, then had a breakthrough and lost it.
I've lost over 2 stone in 5 months and I'm nearly at my target weight. It was hard work, but manageable. Started off low carbing - it was good for losing the weight, but wasn't sustainable with my lifestyle. Then I moved on to calorie counting, which was really really good, and gave me a real insight to what exactly I was shoving down my throat. I recently hit a weight loss plateau for about 2 months, but I've broken through that by doing the 30 day shred exercise DVD combined with taking Alli diet pills, and the weight is falling off again.
What I'm trying to say, is that it's not easy losing weight, but it is very achievable with the right methods for you, and support. It might be easier and cheaper in the long term to do that than get a tummy tuck. Sorry, probably what you don't want to hear!
