Is this a good meal for weight loss, filet steak small amount, corn on the cob, full tub of mushrooms, and few tempura veg

Well five tempura ver two of which were green beans

Depends whether it's within your calorie deficit or not. You can eat deep fried things as part of a healthy balanced diet, but it needs to be in a cal deficit.

I try and go lower than 1600 most days. I aim for around 1000/1100

You’d need to count the calories in the meal to know whether you were in calorie deficit for the day/week. Along with all the other food you ate in the day/week.

”Healthy food” and “unhealthy food” is a bit of a misnomer when it comes to weight loss; calories in (vs calories out) is what will tip the scales. I put the calories out in brackets because it is very hard to do enough exercise to compensate for high calories going in!

Just from your description I could eat that for dinner and remain in calories deficit for me, as long as I had a low-ish calorie lunch and skipped breakfast (as I normally do). But what will work for you depends on your TDEE and what else you are that day.
