How many calories do you eat to lose weight?

Without exercise. Especially if you are 5"4.

I am struggling to lose more weight eating 1200 calories. I weigh 137lbs and do 10k+ steps daily.

Sorry if this comes across as insensitive but why do you want to lose weight?
You seem to have a very healthy BMI.
Are you unhappy with your body shape?
If so it might be a good idea to concentrate more on building muscle tone rather than dropping weight.
Boxing and or/weight bearing exercises are great ways to do this.

You are probably eating too little or your calories are coming from sugar - which causes your body to convert to fat

You need to work out your TDEE and take it from there

How much weight do you want to lose? I am 5ft 4ins and lose weight on 1400 calories a day, but I am happy at 138 pounds.

Multiply your weight in pounds by 10 and this gives you daily maintenance. X 7 gives you weekly total and minus 3500 to lose 1 pound of fat per week

I'm the same height but am very overweight. I only lose weight if I eat about 900 calories a day which I find quite difficult if I want to exercise, which I do.

The nurse also told me I have a healthy BMI. However, I still have fat on my stomach and really flabby thighs.

Best way is to work out your maintenance for your weight and height then subtract from there.
You're a healthy BMI from what I can see so weight loss should be very slow in your case.

I'm 195lbs. 5ft6ins and lose 2lb ish a week on 1450 calories. Any less it is slower and more and I struggle too.

Welcome to my world - Im a healthy weight and BMI, but. Ive middle aged spread and no amount of starving myself is going to shift it - Ive got to go exercise to tone it up and Im just too lazy busy to sort it so I live with it
