Tone or weight loss?

I've spent my whole life underweight due to Crohn's disease (approx BMI 17). However in the last three years I've been in remission and have gained weight so that now my BMI is 22.5. I'm 60kg and 164cm. This is great but for some reason it doesn't look good on me. I seem to have a double chin, bingo wings, weight overhanging my bra under my armpits and a protruding stomach that I am conscious sometimes looks like I'm pregnant. Legs seem to be fine as I do walk a lot.

I would rather not lose weight per se as would like a buffer for if I get poorly again but I don't recognise myself in photos and get down about it. Would it be possible to exercise and tone these areas so they don't look like this while maintaining my weight? Or is the only solution to lose weight?

Pilates or ballet tone will give you good strong muscles and stable joints

I think muscle is quite "weighty" - that's why lots of sporty people come out as obese in bmi terms. So I'm pretty sure you could excercise safely without losing weight, as ive always been told weight mainly about what you eat, not how/how much you excercise
