Exercises that target saddlebags, do they work?

I'm not overweight and quite small but I have these saddlebags that won't budge. Has anyone done exercises to target this area and found its helped?

I read somewhere that saddlebags are fat squeezing out at the sides because of sagging bum muscles and therefore glute exercises are what's needed. That has been moderately effective for me. I will always be bottom heavy but since doing more weights work outs for lower body at least it's all a bit less wobbly and more perky and the saddlebags are less to the extent my gym instructor commented on it. I didn't change my diet at all because that feels too difficult. If I did I think that would probably be even better ( more protein less junk carbs. Biscuits, cake and chocolate are my downfall)

Things like
Glute bridges (both legs to start with and then single leg to progress and then weighted or with bands)
Single leg Romanian deadlifts progress by holding a dumbbell
Squats (but you have to get deep to feel it in your bum not your thighs). Air squats and then goblet squats holding a weight
Deadlifts

You can do side lying leg lifts and clams for the side area but I think that's less effective than the big exercises above. You need to build muscle in your bum not just 'tone'

Twice a week (3x probably better but that's what I can manage) 3 -4 sets 8-12 reps
