What am I doing wrong

I have been dieting for around a month.
I started off at 15st and after 2 weeks I had lost 6lb. I now have put 2lb of that back on, and I am getting so demoralised

I worked out my TDEE - this could be wrong?
I am 167cm
15 stone
My TDEE came out to 2200, so I took 500 from this and came up with 1700 cals
I use the NHS weight loss challenge app which set me this too.
I eat between 1300 - 1600 a day, is it a mistake to have this gap? I eat low fat wherever I can, apart from good fats like nuts but always weighed out, avoid processed foods, avoid bread and pasta most of the time.

I try to walk briskly every day, aiming 10,000 steps or more. I don’t always get to 10,000 steps though (run out of time!) so sometimes between 5000- 7000 which probably puts me in ‘light’ exercising (am recovering from operation)

I don’t know what I need to change. Can anyone give me any advice? Slow steady weight loss would be fine too!
