Much bigger lower half despite weight loss - what helps?

I set myself a goal to lose 10kg after Christmas (I was 70Kg and I am now hovering at the 63kg-63.5kg mark.) I am quite short and have a very petite upper half and quite a muscular (previously fat) lower half. I have lost weight with a combination of measuring my basal metabolic rate and calorie needs and eating according to them 80% of the time (but eating a whole variety of things). I have also been doing HIIT every other day which seems to have made a big difference.

While I am more toned in my lower half, I am still as bulky, as I have grown even more muscle mass. So in a skirt or a dress, my thighs still look chunky, but just more toned and less wobbly., an obviously my overall weight has reduced.

I know it's impossible to "spot" lose fat, but in the past I have had greater success in getting slim thighs from doing pilates/yoga and eating a low carbohydrate diet, even though I did no cardio at the time for overall weightloss.

Would you suggest I switch to low carb, as well as the HIIT to slim down my thighs, or change from HIIT to yoga/Pilates? Will it be nutrition or exercise which has more affect on their size at this point?
