Aqua fit? Wear 1kg wrist weights while swimming.
Alternatively I scrubbed some decking last week, killed my arms.
Rowing is good too.

Do you have any weights?
If not then triceps dips (as already suggested) but also push ups (on counter top, knees or on feet) with narrow, standard and wide hands will all make a difference if done regularly.

Just like you do it on the floor, but standing up! Stand a few feet away, hands on the edge, and lean forward into it.

I've got an old Davina McCall exercise DVD. It's split into 15 minute sections. Cardio, arms, legs, stomach.
The arms section is very good.
