Gastric balloon - pls recommend a surgeon

Can anyone recommend a surgeon either in the UK or abroad that would put a gastric balloon in me so I could just learn to eat less and permanently?

I have what is considered a low BMI of 21. However I have short legs and most of my fat gathers there. I have no boobs, no hips, but I have a belly, a double chin and thighs that start just above my knees. I can't wear jeans or mini skirts. Everything I own is shift or very loose around the thighs and hips. My legs are wider than my hips, ass and waist.

I've had liposuction. It was a success on my love handles but it hasn't work on my legs as the surgeon only targetted the inner and outer thighs. It made a slight difference. Hardly noticeable by those close to me. The next thing to try could be a 'leg reduction' as that way the surgeon could suck out fat from all over the leg area (knees to groin, front, back AND sides). But I think I want a gastric balloon as that would be more long term and it would treat the problem (rarely feeling full) rather than the symptom.

I am SICK TO DEATH of trying to limit what I eat. I eat healthily, I have great skin, but I just love eating and I can't keep the weight off. I exercise but I have to be careful not to over exercise my legs as they get even chunkier when toned. Every day I wake up thinking about my weigh and how I'm going to try eating even less to feel comfortable in my body. A few years ago I was 48 kilos and I loved it, I looked great.
