Help with ideal weight

I'm almost 43. I'm 4'10". I weigh 7 stone and 7 pounds.
I feel to chunky my upper arms are massive compared to my height .
Now I'm in my 40's I feel flabby and saggy,
I have a job which I literally run around in. And cycle during warmer months.
If I slimmed down to 7 stone I feel this would be un maintainable because for some one only 4.10 and 7 stone your body would need so few calories a day .. not sure how to get feeling a bit more happy about my body shape.. is it just an excessive thing or should I be 7 stone for my height?

I'm also short and I find that I feel big and chunky if my BMI is over 18.3. That means I can only have around 1250 calories. So I stick with that. For me it's better than feeling chunky.
