Losing tummy but not necessarily weight?

I've always been very slim and until I had children I struggled to get above 8st (am 5'8"). Now, after 3 children, my weight sits at around 9st 4lbs, which is more healthy.

I am small busted and generally not 'big' any where, but I do have a 'mummy tummy' that I'd like to get rid of. I thought I could do some exercise (perhaps planking and running?) to get rid of it, but googling suggests that you can't lose girth without general weight loss - is that true?

If so, is there a gentle 'healthy eating'plan that would help me trim my abdomen without significant weight loss?
