Squats and lunges will help tone your thigh muscles. I've found the 30 Day Shred DVD has made a differece to my thighs, and also the leg sections on Davina McCall DVDs.

I agree, squats, lunges and one legged romanian deadlifts will give you nicely shaped legs. If you haven't done these types of exercises before, or for a while don't panic if your legs seem to get bigger initially, you are not bulking up, it is not muscle (it takes months of heavy lifting to develop even a few pounds of muscle) but will just be your muscles temporarily retaining water to help with the recovery process. You can combat this by drinking lots of water during the day and your body will adjust and the initial 'bulking' will go down.
