My ISP updates us with BT Openreach reports of "Matters Beyond Our Reasonable Control" - MBORC. Of course, that won't help people whose connection has failed, but it gives an idea of where there are major problems because of the weather:

The declaration in respect of these new areas is effective from 14.00 today (Thursday 2 December 2010). It applies to all activities in the listed areas that are subject to MBORC."
