Two PS4s

We have a PS4 in the living room and my son is desperate to move it to his bedroom but I'm not keen for a variety of reasons, not least as my husband likes playing FIFA and won't want to play in a bedroom.

If we buy a second PS4 console for my son's bedroom can he still play the games we've paid for a downloaded online on a second device?

Obv assuming we log in with the same details.

Yes, but only one person can use the account at a time, so ds won't be able to use the ps4 upstairs while dh is using the one downstairs

So if the games are on your husbands account just set the bedroom ps4 as his primary ps4. Then your son can log in his own account and play games on that one

At the same time your husband can be playing the same games logged in his own account on the living room PlayStation
