Natural History Museum is wonderful and free.

This is cheap (you just tip) and should cover most of the major tourist bits.

If you fancy a swim, there is Hinksey open air pool (it's heated!) that is a short walk from the centre and is really lovely, although not free you could combine it with the other free things?

Food wise, you can keep the cost down by either taking a picnic, or if you don't want to carry food, there are plenty of small supermarkets in the centre to pick up the meal deal lunchtime offers.
