I have just acquired an old ELC Big City Garage from my local charity shop

Does anyone know how you get the helipad to work and the lights that are meant to flash when you operate the lift? There is a small blue button next to it but no compartment for batteries.
I am puzzled! There are already batteries in the compartment next to the car wash.
